Unless 'bonafide larger public interest in disclosure (of personal/ third party information)' is brought out, the operation of Section 8(1) (j) can not be stopped. Information can be denied in such cases.

In an appeal by a petitioner, the CIC ordered the Regional PF Commissioner to  disclose the information requested by the petitioner. Earlier the PIO and the First Appellate Authority have denied the request under Section 8(1) of the Act.

The Court observed that in cases where disclosure of 'private', 'personal information' of third parties, is ordered by the CIC/SIC , it should be fully convinced that larger public interest  justifies the disclosure of such personal information.
