The mandate of the Act is to be applicant-friendly and to provide information without putting unnecessary impediments.
The RTI Act envisages that even if the applicant has sent the request to an office (public authority) where the information is not available, it is obligatory on the part of the PIO receiving it to redirect such request to appropriate office from where the applicant can get the information.

The Court observed that "Section 6(3) of the RTI Act postulates that where an information which is requested to be furnished is held by another public authority(P.A) or the subject matter is more closely connected with the functions of another P.A., the P.A. to which such application is made, shall transfer the application or such part of it as may be appropriate to that other P.A. and inform the applicant immediately about such transfer."
