What is 'appropriate government' as per Section 2 (a) of the RTI Act 2005?

This issue was dealt with in  the following case:

Decided on 22-01-2008

The question of 'appropriate authority' - whether State information Commission(SIC) or Central Information Commission( CIC)- for the Bar Council of Punjab and Haryana, was raised before the High Court.

The court declared that as the said Bar Council  has jurisdiction over more than one state, the 'appropriate authority' ( vide Section 2 (a) of the RTI Act 2005) is the CIC and not the SIC of any of the two states or that of the UT of Chandigarh.
